Strengthening Secondary School Physical Education in Tanzania
The Secondary School Physical Education Project focuses on several core areas within Tanzanian schools:
- Establishing a sustainable framework for teaching physical education (PE) in Forms 1–4 and improving PE instruction in teacher training colleges
- Modernizing the training of new PE teachers and retraining those already in the field
- Enhancing instruction in health education and adaptive physical education
- Increasing the visibility of the positive impacts of physical and health education
Why This Project?
In 2022, both the Ministry of Education and the Ministry of Internal Affairs in Tanzania formally requested LiiKe’s support in developing physical education for secondary schools. PE promotes learning, equality, teamwork, healthy lifestyles, and even job creation through gym services and sports tourism.
While Sports and Personal Skills is already a mandatory subject in Tanzanian primary schools, PE is not yet fully established in secondary schools. This project addresses that gap by focusing on 56 secondary schools across different regions.
What the Project Does
The project supports:
- Updating PE curricula
- Recruiting and training new and existing PE teachers
- Renovating school sports fields and addressing the shortage of equipment
- Making PE a permanent part of Tanzania’s national curriculum
- Strengthening the positive impacts of PE on both students and teachers
Each of Tanzania’s 26 regions will be represented by two participating schools, alongside a selection of special needs schools. While this only reaches a small portion of Tanzania’s 3,900 secondary schools, the four-year implementation is designed to provide a model that the Tanzanian government can independently scale after the project ends.
Health education content will also be integrated into PE lessons.
Educational Materials and Future Expansion
The project makes use of a Form 1–2 PE textbook previously developed with LiiKe’s support and will develop new textbooks for Forms 3–4 and 5–6 (upper secondary). Simultaneously, more qualified PE teachers will be trained, and the number of PE students graduating from teacher training colleges will be increased.
A two-year extension is being planned for 2026–2028 to launch PE teaching in multiple upper secondary schools (Forms 5–6).

The project is supported by Finland’s development cooperation funds (2023–2026) and private donations.
